Ms. DeCarcer has over a decade of experience in business management and strategic business development with an emphasis on emerging markets. Her current interest and focus lies in PPP opportunities and contract brokering between US-based firms and high-growth markets such as India, China, and Sub-Saharan Africa.
Prior to founding GNI International, Ms. DeCarcer worked as a consultant in the Defense, Technology, and Telecommunication sectors providing premier defense firms such as Lockheed Martin, Boeing, and EDS, as well as foreign utility firms such as TEPCO, FEPC and Tohoku, with innovative business development guidance and effective growth approaches.
Before moving to Washington D.C., Ms. DeCarcer worked with JPMorganChase in Manhattan and London, where she specialized in new business development and operational efficiency optimization. Preceding her investment banking experience, she ran Florida-based First Federal Transportation as its Chief Executive Officer.
Ms. DeCarer received a B.A. in International Relations and Trade from the University of Pennsylvania and an M.A. in International Security from the Georgetown University School of Foreign Service. She has traveled to and worked in over twenty five countries and speaks five languages fluently.

William A. Blinder

Mr. William Blinder is a Program Manager at Lockheed Martin where he has overseen technology development programs for federal government clients as well as the development of Lockheed Martin’s primary Maritime Domain Awareness product line for military and law enforcement customers including the US Navy, US Customs & Border Protection, and others.
Prior to joining Lockheed Martin, Mr. Blinder served as a commercial transportation and maritime security expert for Lloyd’s Marine Intelligence Unit, where he focused on developing and refining automated risk analysis algorithms for use by government clients.
Mr. Blinder also has an additional six years of experience providing private consulting services to Fortune 1000 firms and investment banks.

Sonny Choudhury

Mr. Sonny Choudhury, President and CEO of Fedsolutions, founded the company in January 2003 and has since maintained aggressive growth. In addition to cementing successful relationship in the Federal and Commercial space, Mr. Choudhury has completes FedSolutions GSA Schedule and gained 8a certification with the Small Business Administration.
Mr. Choudhury has an extensive background in the Information Technology industry. He started his career as a Systems Analyst at TechnologyNet, a position he was offered after completing an internship during his final semester at University of Maryland, College Park, Maryland, where he received his BS in Information Science.
Mr. Choudhury has over ten years of experience in the Information Systems, Telecommunications and broadcasting industries with more than 12 years specializing in Network Administration.

Mark Cohen
For twenty-two years, Mark was an internationally recognized civil trial lawyer, founder and managing partner of a national litigation boutique firm. He is a former Assistant United States Attorney (Civil Division) and earned two Department of Justice awards in recognition of his meritorious service. After serving as the youngest partner in one of the nation’s first national law firms, he founded and was the managing partner of Mark A. Cohen & Associates, P.A., a highly successful litigation firm. Mark personally represented more than 50 of the Fortune 500 companies, as well as 5 foreign sovereign nations. He tried 57 major civil cases during his career and was lead counsel in 12 class action lawsuits.
Mark was appointed Receiver of a large, international aviation parts business. He ran the company, personally oversaw litigation around the world, and repatriated more than $50MM of assets. He also served as outside general counsel to 3 insurance companies and as national supervising counsel to several other major corporations.
Since leaving the active practice of law, Mark has sat on several corporate Boards and has spent the past 18 months creating QUALITAS.

Stephane LeBouder
Mr. Stephane LeBouder currently works as head of business development for a Danish startup, called MyC4, which has built a revolutionary online peer-to-peer lending platform dedicated to microfinance lending in Africa. He joined the company when the business model was still being developed, and well before the website, www.myc4.com was launched.
At MyC4, St?phane played a critical role in developing the overall operational setup and transaction processes to disburse microfinance loans in Africa via the Internet. He is responsible for launching activities in each new country, and successfully opened operations in Uganda, Kenya and Cote d'Ivoire, and is scheduled to launch activities in Ghana, Senegal, Rwanda, Tanzania and South Africa before the end of 2008. MyC4 expects to disburse $20MM in microfinance loans in Africa in 2008, to 10,000 African entrepreneurs.
Mr. LeBouder is also involved with several other startups, all in the technology space, typically with a focus on Africa, and assists these companies' founders on matters related to finance and strategy.
Prior to joining MyC4, Mr.LeBouder worked as a financial derivatives consultant and trader at Chatham Financial, where he advised mid-sized American banks on interest rate risk management, using both on-balance sheet strategies and derivatives trading to mitigate or hedge risks. He also worked for the Corporate Executive Board in Washington DC, providing best practices research to corporate treasurers at Fortune 500 companies, and worked several months in South Africa for a startup investment bank.
